We also used the same dual tape system for VOA, for the occasional message that
was sent on the old HF TTY system and we wanted to keep the information a
little closer to the vest.  However, I don't recall it being used but only once since
I came to work with VOA in early 1979.  The biggest problem with it, from the
HF perspective, is that we had no idea if the coded message tape had taken any
hits.  At least with plain language messages, we could ask for repeats and build
up a good clean tape, but "encrypted" we had no clue.

We were using M-28 equipment at the time.
