Wes,
I was in crypto in WW II.  You describe what was called SIGTOT.  I operated it in WW II only we used Model 19's and 15's and mixed the cipher tape with the message tape in a 131B2 Mixer Table.  I have recently donated a Model 19, Model 15, Model 14,  and the parts to replicate the encryption table to the National Cryptologic Museum for an exhibit.  I knew that they used SIGTOT until 1950.  We worked with the Army Security Agency who made the encryption tapes. I still know the man who did it.  I have a book on SIGTOT.  Tell me more.
