Your description reads like a dome mounted Receive Only Typing
Reperforator, commonly called a ROTR. The ROTR usually copied
traffic from one circuit to be edited by the operator and resent on
another circuit.
Typing reperforators were also used to cut tape in place of regulator
perforators.
