[GPS_Standard] My GPSDO PLL failure to lock

I've received a report that the PLL got stuck in a C+/C- loop and failed to lock.  When I switched the "L" parameter from 0x40 to 0x60, I noted that I hadn't done any actual math to support the change.  Apparently that's a bit too high.  So, if you encounter this problem, change the "L" parameter to 0x50, and that should resolve it.  Certainly if you set it to a value around 8 seconds lower than the Sample Counter field has when it does these C+/C- shifts that would do it.  

I would appreciate reports on any errors that anyone encounters.  It's the only way I can address problems that I don't see in my testing.  The new experimental version is also vulnerable to this problem.  Future versions will lower the "L" parameter.  There are other things I can do if it is a problem after that.

And just to clarify:  Unless the experimental code fails in a way that I haven't seen and can't fix, it will become my next release, after some cleanups, etc.
