[GPS_Standard] Power supplies for standalone system with oscillator

well, the parts have not arrived yet, but I'm planning on building
mine into a Tektronix TM5000 series plugin. That way I can feed the
10Mhz right to the counters and prescaler on the backplane.
All the supply voltages are just a bonus.
