Bob:

The default (power up) condition for the Oncore is no serial data out.

You have to send it serial commands and tell it what you want to see
on the serial output, and how often. Or you can also poll and ask for
specific data.

You might want to download SynTac from
http://www.synergy-gps.com/
and watch it control
the receiver through the serial port.
