Jeff,

Unless I'm mistaken, the ac "leakage" problem is merely the slight current 
through the bypass cap on the "hot" side of the line. There is probably very 
little actual current...only voltage.

Take a 10K resistor and place it between the hot side of the line and the 
case. Measure the ac voltage across it and calculate the leakage current 
with ohm's law. Then, be sure to ground the case when using the radio.
