[GCARC] HAARP May 8-10, 2024 Transmission Notice

The HAARP transmission monitoring opportunities happen IMHO quite
frequently with no fewer than one per year, If you monitor the Radio Jove
project and the Society of Amatuer Radio Astronmers there is a
gentleman named Whitham D. Reeve. I believe he runs an observatory up there
and announces whenever there is an opportunity. There is a page at the same
domain that Frank noted that contains transmission announcements.

In the past I have attempted to monitor but my equipment is fairly modest
and the noise in my area is pretty bad.
