Thanks for the info on H.A.A.R.P.
There's a ton of interesting background on that facility. It seems in 1985, H.A.A.R.P. sustained an energy firing that created the largest hole in the ionosphere/ozone later up to that time. I found this source on that event, https://climateviewer.com/2014/09/22/history-haarp-heating-holes-heaven/ 
(disclaimer - I don't know if the site uses recognized experts in that field or not). That event and others triggered a number of conspiracy theories at the time.
Civilian speculation was that military weapons experiments were part of its mission. 

I recall in the 90s, there were a couple of H.A.A.R.P. events in which ham radio operators were invited to listen and send in reports on a range of operating frequencies at the time.
