Bot - the easiest way that I've found to do stuff like this is with the rigctl (or rigctld) commands in the hamlib library. They let you control the rig through either a comment-line interface (rigctl) or thru commands sent to a tcp port (rigctld). You can probably activate your tuner through a single command in a batch file. Much easier than trying to program CAT commands. Check it out: https://hamlib.sourceforge.net/html/rigctl.1.html

Subject: [GCARC] CAT programming.
I have a simple need, to send my FT-991 the instruction to activate the tuner. Can anyone point me in the direction for programming this. I have a background in c and have dabbled in assembler. I rarely compile anything anymore - my needs have evolved to LAMP. Some code examples would be appreciated.
The program simply sends the string to the cat controller. No bells or whistles needed.
Appreciate your help!
