Congrats on the new ones!
Yes 3A can be quite rare, especially for US. Monaco is on the east side of a mountain, which is directly blocking the main path to the US.
Another interesting tidbit about Monaco.
The gendarmes (police) have authority to arrest any ham causing RFI, and will shut them down immediately if a complaint is filed.
Got that from an Italian ham I worked there. I believe he was just shut down, but it was made clear to him he could be arrested.
