"Mostly functional" means that the inverter works, and
delivers a near-sinusoidal output.  Plugged into
120VAC and turned on, the fan runs all the time - I
don't think that's how it's supposed to be.  But it
does not keep the batteries charged.  I've been
tempted to stick a little wall-wart connector on it to
keep the batts trickle charged, but never got around
to it.  If you can get the charging function to work,
this is a great UPS, particularly because of the nice
clean AC output.  My own "aggressive" test was to
string two car batteries in series, kick-start the
inverter portion and then use the UPS to run my
SB-200, 600W amplifier.  It did it just fine and did
not complain.

It's an APC model "Smart-UPS 1250".  Needs 2 X 12V
18Ah batteries, not included.  Has six outlets on the
back, and an RS-232 serial port - if connected to a
computer, you can use "PowerChute" software,
downloadable from APC, to auto-shutoff your computer
when power fails.  Or else this could be used as a
dandy high-output inverter from an external, much more
husky 24V battery.

Shipping weight is estimated at 30 pounds, and I ship
USPS Parcel Post because our local UPS facilities are
highly inconvenient.

I'm in Oregon, shipping nearby is about $20 and to the
east coast more like $30.

Oh, and the unit is fairly dirty, not sure why, this
is how it was when I bought it used.
