A paging system is the exact type of system that I was thinking of:. 
27.255 MHz is approved for various types of remote control and alarm 
systems. Is where the signal is strongest, anywhere near a restaurant or 
some place that USED to be one? One type of restaurant paging system 
that Im familiar w/ which sounds very close to the one you describe, 
which operated on 27.255 MHz, was made by a company called Signoloies. 
As originally designed/sold, the transmitters ran only 4W, into a short 
whip. The system would send out a brief burst every 8 to10 sec to 
prevent the pagers from going into alarm/out of range mode; Mostly to 
keep people from just walking away w/ them while they were waiting for a 
table to become available,,. I suspect that most of these systems have 
been since been replaced w/ newer ones such as those LongRange "coaster" 
pagers that operate on higher frequencies. Take a drive by your local 
Olive Garden or Smokey Bones, or similar "tablecloth" eatery,  and 
listen for digital paging traffic on 467.750, .900, etc.           Good
