[FoxHunt] Suggestions for a Scanner for RDF?

I was speaking to one of our CAP friends and he said he had $500 
ready to spend on an L-PER <sigh>  I said PLEASE wait.  Why not 
get a scanner (No crystals) and a attenuator and use some of those 
Measuring tape yagis.  He said "Ok!  What scanner?"  GULP!!!
I'm an total idiot on what is around.  What we would like is fairly 
simple.  It should have a smeter to view the signal strength and be 
able to hear 121.5 (Civilian Air) and 243 (Military Air)   Can anyone 
suggest some portable scanners that cover those two ranges that 
actualy work?
