Bob,

Here in Colorado we have the exact same circumstances.  One third win
regularly, one third win infrequently, and one third never win.  For our
group the fox gets to make ALL the rules so anything goes.  Since some
don't like the idea of a lottery probably due to the luck aspect there
are other things you can do.  Try a hunt where the score is determined by
points such as miles + penalties.  The fox only transmits one time for
1 minute.  Assuming all the hunters are licensed and that they all run
much higher power than the fox, the only fox transmissions occur for 1
minute after one of the hunters asks for a transmission.  However
requesting a transmission causes the requesting person a 5 point penalty
but everyone gets the benefit.  My experience is that a different group
of people will win a hunt such as this.  Some people will never ask for
a transmission no matter how many miles they drive.  There are several
other non-standard types of hunts we have done if you need more ideas.
