[FoxHunt] Fox hunt scoring

Greetings from Pennsylvania!
We have an active fox hunting group with eight to ten teams showing up 
monthly for our hunts.  The problem is the winner of the hunt is usually 
one of four individuals.  The rest of the hunters just don't do that well 
to finish first.  We have hunters for many years that have never won a 
hunt.  We have tried to tutor some of these guys to improve their 
performance but I think some of them are permanently directionally 
impaired.  In spite of this, these guys consistently show up and love fox 
hunting, sometimes I wonder if they are sandbagging!!
We use lowest mileage as the winning criteria with time as a tie breaker if 
the mileage is within 5%.   The winner of the hunt is the fox for the next 
hunt.

Does anyone have any suggestions as to how we might improve this so other 
individuals might be the fox.  We tried using second place if the first 
place winner had already served as a fox within the last 12 months but that 
didn't work because the second place winner was usually one of the top 
four.  Our goal is to circulate the fox duties among the active participants.
Our latest idea is a lottery that all the players are put in a hat except 
for those that have been a fox within the last 6 months.  Some like it some 
don't.
