In Santa Barbara it's the hider's option, but it's usually time only.
Winner hides the next month.

Our hunts are relatively local in nature, typically 10 to maybe 20 miles
from the starting point, and there's often more time spent out of the car
sniffing than driving.  The spirit of our local hunts is both a social
evening and a contest, with the teams meeting after the hunt at a local
pizza parlor to swap lies after the hunt.

I agree that mileage makes more sense for the "all day" style hunts with
considerable distance and driving time, especially if the hidden transmitter
is accessible by vehicle.  If it's 20 minutes safe driving time and half an
hour to an hour out hiking in the woods, then mileage doesn't seem to be
a fair way to score.

So, what's a good formula for a combined driving/foot hunt of limited
distance that combines safety and rewards the skill of the hunters?
