Tackle the problem in a logical sequence.
Before turning the power on, make a few sanity checks.
Be sure the power supply is discharged.  Completely. I put a jumper from
ground to the 600 volt terminal on PB1076 before sticking my fingers into
the guts.
1- Test the tubes. Somehow.  If they are flat, you are wasting your time
until that problem is fixed.
The emission test is probably sufficient at this point.  Just use the pair
with the same (or real close) test reading from the same manufacturer.
Trying to use a mismatched pair of tubes nowadays is simply a bad idea.
They cost too much to destroy needlessly. I am sure there is someone near
you who can test the 6js6c's. This may well be the hardest part of the
repair process: finding someone to test the tubes. Since the 101 and sweep
tube amps were so popular with CB'ers, you may find a CB shop out on the
interstate with a tube tester.
2- When you put plate voltage on the PA tubes, will it have anywhere to go?
Check the continuity of pin 2 of the PA's thru the inductor L13 thru switch
8 thru the meter to ground.
Only then:
3- Power it up again. Do you have plate voltage?  Measure it. Carefully. It
should be 600 to 700 volts.
If after these steps, still no Ic, time to start the real troubleshooting by
measuring voltage on each tube pin.

 I have two sets of 6js6c's and no tube tester.  Is there any way I can do
anything to determine if these tubes are good or bad without the tester?  If
I can assume they are good, does anyone know what I can do to troubleshoot
the rig?
