Pete,

Your comment is EXTREMELY valid!

I can ONLY surmise that there are those that do NOT understand "CONUS" 
and "OCONUS" within the Amateur community.

They "really" should say USA only.  That would make it much more 
understandable!

Us old Military AND contractors, (and such), would THEN have a 
reasonable chance in participating.  Further in this regard, would be 
shipment to APOs and FPOs.  Those too are USA territory!  Even though 
they ARE overseas.

Hopefully an open discussion like we are having can start to open the 
eyes of the community!
