Hi Lee.
Obviously you haven't gone through the process. They are NOT providing reimbursement if you win your case. The will only give you money IF there is any money in the seller's account or if it shows up. Also the claim procedure is BS. You have to file a claim through EBay, but you end up on the Paypal site. 

If the seller gets any money into their Paypal account within 18 months (I think), only then do they try to grab your dough, but its on a first-come first-served basis. If you are not the first screwee, your chances are nil.

Been there. Don't dabble in EBay unless you can afford to lose. Or at least be very careful. Watch out for dozens of good feedbacks on really small items; or feedbacks from people in the same region. Even then, EBay accounts are hijacked a lot by shifty types. I've done maybe a thousand deals since 2001, lost about $140. Not too shabby. Oh, watch out for the guys & gals with big or undefined shipping charges. If the item is NG, they'll refund the item price but still can support a family of the "handling fees".
