Both Ebay and Paypal have dispute resolution procedures.  I would go 
through these first.  I think either Ebay or Paypal also protect 
purchases up to a few hundred dollars.  So I wouldn't worry, I think 
you can get your purchase price refunded. I know you are angry and 
frustrated right now, but I would check out the resources that Ebay 
and Paypal offer, before doing anything else.
