[ForSale-Swap] Pressing charges for bad ebay deal

Per John's description The U.S. Postal Service was not involved in his transaction and
would not offer any help. John, I've also been in this situation and have found there's
little recourse other than to supply PayPal with all correspondence between you and the
seller when you request the refund. The refund can only occur if the seller is stupid
enough to leave the funds within PayPal's reach. Good luck.
