I am unaware of anyone "refusing to ship".
Let's use a practical illustration:
I have an antenna tuner for sale.
It weighs 45lbs all packed and ready.
I decide what I want for it and include a
basic shipping cost in that calculation.
I decide that it is simpler for me and most
potential buyers to post it for $250. Shipped
CONUS so I don't waste time looking up 30
different zip codes for potential buyers
scattered all across the country.
However, if someone from Hawaii wants the
tuner I will run their zip code and inform
them that *the shipping company* charges a
premium to their location and I will have to
add that to the total.
We choose where we live and accept different
consequences, for some that consequence is
occasionally higher shipping costs.
