Bill,
I think it is because there are so many "scam artists" on the internet 
today.
Personally speaking,  "sold as is" or "it worked the last time I tried it", 
or  "has been on the shelf for several years but worked OK then" or, 
"belonged to a friend and he said it worked OK" or, "I have no way to test 
it", etc.....these phrases simply say to me "you really don't want this 
item."

OTOH, phrases like "guaranteed as described", or "satisfaction guaranteed or 
your money back less shipping costs", etc. give me some confidence in the 
seller.
