[ForSale-Swap] Need help: "dish" internet system

Greetings all,

If I could, I'd like to "pick the brains" of the collective group concerning a 
tech issue a friend of my son's in NE Oklahoma is having. He recently started 
using a "dish" type system of some flavor for his internet service as he 
lives in a rural area. His problem is that after a period of time (maybe a 
few hours or less?) of being on line his service slows to (as he describes 
it) almost dialup speed. Unplugging either the Ethernet cable or maybe the 
power (his description isn't very clear as he's not extremely technical when 
it comes to electronics) and plugging it back in gets things back to normal. 
He has called their technical support and they are trying to tell him that it 
is caused by "static buildup" on the dish and that it needs a better ground. 
I'm having a hard time swallowing that as the cause of the problem 
(especially when it still happens on a drizzly/foggy day). My thought is that 
either something on his end is causing a "data clog" or the "bird" is getting 
overloaded and not responding in a timely manner. In either case a "reboot" 
seems to clear the problem. BTW he only has one computer connected to it so 
it's not due to other computers on the network slurping up the bandwidth.

Anyone out there know anything about or have any experience with these type 
systems?
