[FLARES] Hurricane Charley Recovery Efforts

An update ... Search & Rescue Teams have completed their grid searches, 
and have finished sooner than expected (amateurs assigned to these teams 
today).  This may mean, the number of amateurs needed has just been 
significantly reduced.

Dave is currently in a briefing, and I will update everyone when I find 
out what might be required tomorrow.  QRX ...
