[FLARES] WC4ACR

Hi All-
I see WC4ACR (which I believe is in Broward County) coming in on 144.39 
mhz  via  aprs.   The FCC database  lists this as a  RACES  call sign.  
Unless the rules have changed I don't think this is kosher for 2 reasons.

1. Races stations can only communicate with other Races stations or 
stations registered with a civil defense enity.
The path is using Relay,Wide which is not specific as to who it is going 
thru.

2. The 144.39 is not in the band allocated to Races.

I think these rules are silly by the way.
