Hi All-
I finally found the link to the Committee Report to the ARRL BOD

I know this will put me out of phase with  the South Florida Section 
leadership- but I agree with almost the entire document.
  Concerning the NTS- an overhaul is long overdue.  NTS has lost its 
focus and become more of a Luddite* cult than a communications system.  
The very hard part of replacing  something as long- in- the- tooth as 
NTS is going to be adding  new blood without losing the present 
volunteers.  They have put in countless hours perfecting a system that 
will work under almost any condition.  The replacement system for NTS 
needs to be able to transfer  a large amount of information, whether 
voice or data, to a small geographical area instead of a small amout to 
a large area.  The last hundred miles is what is important these days- 
get the emergency messages to the nearest point where the modern 
communications structure is intact.
