Greetings !

As a mere Brit*,  I have no official say in the matter,  but this is the final crumbling of the structure of ham radio as we know it.  The start was the abolition (in UK,  as in many other places) of the compulsory first year on CW.  Then came No Code licences,  now this.  I,  for one,  was going to bin the key after that first year of purgatory;  but,  I learned,  and it was eight years before I built a modulator**,  which I soon gave away.
