I totally agree - 3600  is way too far down the band for North American 
SSB!  Way too much SSB!
But ..... if that's the way it's going to be .....

Looking at the winter season - in November along rolls the ARRL 
SweepStakes ..... and the CQ WW CW contest ..... and then in February 
ARRL DX CW contest ..... and most every month there is the <name your 
state> QSO Parties.
Everyone wants a piece of the pie to be protected for their favorite use.

When it's raining, I don't go out and get some fresh air.
When the wife is mad, I don't go near the TV remote!
When I don't feel like driving fast, I stay off the Interstates.

40M isn't going to be much better!   Both bands is going to be like 
stuffing 5 pounds of shtubance in a 3 pound bag.

About the only recourse is to write your director and the ARRL and voice 
your opinion.  Let them know how you feel and why.

It's going to be interesting to see what it's like after the smoke 
clears on this one.

Why do they have to move?  I can copy CW all evening long amongst the 
SSB stations on 40M.
