Seems to me the FCC has been pretty much
ignoring the ARRL petitions for some time.
Gave them a complete cold shoulder about
the ARRL restructuring proposals back in
1999; the FCC restructuring document of the
Spring of 2000 used NONE of the ARRL
proposals. Next the ARRL submitted another
request for "Novice refarming" petition, RM-10413,
but the FCC has not yet acted on that petition. This
petition was submitted by ARRL some 2 years ago;
the FCC is obviously quite impressed by ARRL
BOD ideas, hi!
I suspect that what the FCC decides to do about the
present situation will again not include the ARRL
ideas; more probably they will again go along with
the "independent" petitions submitted by many
others on the issue. I hope they pay some attention to
the FISTS petition ideas and incorporate some of
those in their proposed Report and Order.
If CW HAS to go because of all the "pressure" to
do so, then I back Hans, K0HB's submission:

no CW, but reasonable written test elements and a very
sensible license class structure: two licenses!
Wonder when the FCC R&O might come out for comments.
I submitted supporting comments about the FISTS petition
long ago.
