[Fists] Towards a FISTS Operations Manual

Well,
  This is kind of an interesting idea. I could see it being an HTML document
on the FISTS website, or a link, so that parts of it which would be usefull
(like a Q-signal "cheat sheet" as an example) could be printed out !
  Having short sections, like "bite-size" lessons, would be good. Talk is
cheap, eh?
