Thank you for your reply and copying your input to the ARRL on their 
"Restructuring II" proposal.  I have many of the same reservations regarding their 
overly-generous bandwidth allocation to the new Novice class, in the absence of 
any serious testing of knowledge or passage of time in which to acquire even 
basic operating skills.  We shall have to see what shakes out in the FCC's NPRM, 
and comment accordingly.

 cause the membership to decline in the next few years, mine included. I do
 plan on filing my comments to the FCC when it's available for comment.
