Go to the ARRL site. There is good info there including some first-hand
measurements made from a mobile. I'm sure there is more info elsewhere on
the web.
It's not a scare tactic. Our own government agencies responsible for
emergency communications are dead-set against it. The power companys in the
U.S. are looking for new revenue streams. They've seen the cable-tv industry
finally (after many years of talk) start to really do well with internet
access, phone service, etc. All the stuff that deregulation promised. The
power companies now want a piece of the pie. Only problem is their
infrastructure is just not appropriate for what they are trying to do.
That's my understanding anyway.
