[Fists] My BPL Thoughts and Questions

A Master Chief Petty Officer told me early in my Navy career that his door
was always open should I have a problem.  But, should I need to bring a
problem to him I should also bring with me some possible solutions.  I
learned a great deal from him and carried it on with junior enlists during
my career.

Not being a technical wiz, I have lots of questions about BPL.  I sure do
invite others comments, thoughts and additional input.  These I will use for
my comment filing.

1.  Will BPL be a user paid service?? Or will all electric utility
subscribers subsidize it whether or not they connect to BPL service?

2.  I have power lines on 3 plus sides of my property.  I cannot re-orient
my various wire antennas to reduce the possibility of receiving RF emitted
by BPL.

3.  What is the possibility that the reverse may happen??  Might I cause
interference to BPL signals??

4.  What is the possibility that "Access BPL", if it comes directly into my
home's wiring system may inject something into my amateur radio equipment?

5.  What is the possibility that "Access BPL", if it comes directly into my
home's wiring may cause extraneous RF within my shack??

6.  Potential RF to older electronics in the home with "Access BPL"??  Am I
going to have to choke every power cord??

7.  Other FCC Part 15 users, radio controlled hobbyists.  Many radio
controlled aircraft are more expensive than ham gear.

8.  QRP BPL.  I sometimes work QRP and QRPp.  I can communicate with
amateurs half way around the world utilizing very low power.  What would
prevent BPL from becoming QP QRM sources??

9.  Amateur mobile operations. Amateur fixed operations. Multiple bands, all
times of day and night.  I miss the concept that they will be able to adjust
to all the possibilities.  And, this does not include the list of other
authorized users in the spectrum.

10. How speedy a response to interference complaints. Will every household
be notified of who to call, not just licensed and not licensed users of the
spectrum?  How do we ID "skip" QRM (#8 above)?  Going on the concept that
this will be nationwide and even worldwide, how do they propose not to QRM
each other as well as licensed users??  WIll the BPL providers be required
submit accurate reports of complaints and satisfactory resolution.

11.  Have there been really accurate interference tests done on test sites??

Help me out, what did I miss and what do I need to clarify or expound on.
