[Fists] Inactive FISTS numbers good for awards?

I was reviewing my log before applying for CC and I found a few entries where the
number is no longer found in the either the on-line lookup or the downloadable list.

To count for credit for a CC or other award, does the other member have to be in active status
at the time of the application, at the time of the QSO, or only was once a member and continues
to exchange FISTS numbers (perhaps blissfully unaware that their membership has lapsed)?

I am asking this publicly, since others may have the same question.
