Well, I worked you today (from W3IYQ). I hope my operating met those high 
standards. 

Frankly, a 599 means nothing. I have had a 599 report, and then multiple 
repeats requested. Many "expert" contesters send nothing but 599. It's 
programmed into their logging software. It takes less time to send everything 
twice, especially the number, than to go through numerous repeats. Perhaps if 
honest reports were given, we could use them as a basis to decide whether or 
not to send words twice.
