[Fists] members paid up or not - DXCC QSO valid or not?

Why does a station need to be paid up?  Is my #4666 no good for DXCC for
other FISTS members if I have not paid dues?

With tongue in cheek, do I need to add an identifier to my number to let
people know it is not paid up and thus not good for DXCC?
