[FieldDay] proposed FD changes

[Doc]

I am not proposing discouraging CW, just making the observation that
if the goal is to make adjustments to cause new Hams and old to
participate more we need to meet them with modes they will find
attractive -- and save the incentives for those modes -- not use them
for CW where those who love the mode are already heavily active.
