[FCARC] VE Testing to change location for 2013

The VE testing team will be calling the Delta Public Library home for 2013.  The 
Delta Public Library offers handicap/wheelchair accessibility.  Along with the 
location change, testing start time will change to 10:15 AM.  Testing location 
change takes effect starting January 26th.
