[FARC] ARES/Emcomm update

Frederick Red Cross has opened a shelter at the Brunswick Fire Dept. for persons displaced due to the Potomac flooding. At this time, only 4 evacuees are at the shelter and the shelter personnel are able to handle operations using landlines and cell phones, so we are NOT needed at this time. The Potomac is not predicted to crest until tomorrow evening, so it's still possible our services may be required if the shelter population increases dramatically. I'll let you know.
