grows unchecked occupying an entire segment of the band,
and whose technical omnipotence is unassailable from mere
"underlings?"   Is a ham radio repeater system a public service

The fact that a receiver (particularly on Braddock Mountain) is " am being 
hammered by intermod" should come to a surprise to no one.  However the fact 
that this is happening and you wish to " want to pass that along" implies 
that some else, i.e. the repeater operator" is at fault and should correct 
the receivers' problem, is a false assumption about the cause if 
intermodulation products in an RF dense environment.
