Frederick Amateur Radio Club (FARC) Minutes for February 21, 2011

_Meeting_: The club meeting was called to order at 7:06 pm by President 
Jeff Fishman - KB3FIO.

_Introductions_: While attending members introduced themselves an 
attendance "sign-in" sheet circulated. (See below)

_New Roster_: All attendees received an updated membership roster.

_Minutes_:  No minutes from any past meeting were read.

_New Licenses and/or Upgrades_:  No new Licenses, no Upgrades.

_Treasurers Report_:  No Treasurers Report.

_New Membership Applications_: None.

_Old Business_:

     -K3ERN Club Station Update - By Jeff Fishman - KB3FIO.  The antenna 
will be worked on when the weather gets better.  The radio station is 
located in the Fire Department Training room.  It was suggested to call 
ahead or check with the Fire Department duty officer before making plans 
to use the station.  Also suggested was to let the duty officer know 
when any member arrives there and leaves from there in connection with 
using the radio station.  Trustees of the radio station are Scott 
Robertson - N3MVV, Jeff Fishman - KB3FIO, and Joe Durnal - NE3R.

A question came up regarding a "training session" for those NOT familiar 
with the stations operation and equipment.  Jeff was asked to post on 
the reflector when such a training session can be given so that any and 
all members wishing instructions or just a refresher of the stations 
operation can schedule themselves to attend.  It was suggested the 
training to be on a Saturday.

     -Skywarn Updates - By Jim Ridgley - N3HTA.  The Winter Storm 
training session scheduled for December 2010 was not held due to weather 
conditions.  Jim never saw the need to bring up the Emergency Skywarn 
Net.  The Frederick City Emergency Division Management has not shown any 
interest in providing a telephone number for reporting conditions from 
the amateur radio community.

     -2011 Dues of $15.00/yr. are due - by Jeff Fishman - KB3FIO.

     -Holiday Party Report - by Jeff Fishman - KB3FIO.  A nice time was 
had by all at the China Wok restaurant.

_New Business_:

     -Nominations from the floor for Election - by Jeff Fishman - KB3FIO.
Needed are nominations for President and Secretary.  Jim Ridgley 
accepted a nomination for President from the floor.  That was seconded.  
Herb Palm - K3HCP had previously volunteered to accept a nomination for 
the office of Secretary. No further nominations were made.
     -Proposed FARC Bylaw changes, by Jeff Fishman - KB3FIO.
Having a quorum, it was proposed to eliminate the dual membership of 
"FULL" and "Associate" and have just one membership with all members 
having the same privileges, whether they hold or do not hold a valid 
Amateur Radio License.  Also proposed was to update the outdated "Annual 
Dues Language".  Both proposals were accepted by the membership 
unanimously by a show of hands.

_ARES Report_:
"March of Dimes" walk in Baker Park, Frederick on May 1, 2011 and the 
Souther Baptist Disaster Relief Organization provided by the Southern 
Baptist Emergency Amateur Radio Service.

"Hike Across Maryland" - May 7, 2011.  The Mountain Club of Maryland 
will hold this walk from PenMar to Harpers Ferry. Look for more details 
coming soon.

_RACES Report_:
Jim Ridgley reported the RACES Emergency Operations Center in now 
functioning located on Monteview Lane, Frederick.  You can contact Jim 
Devilbliss to update or change your Races membership information.

_Upcoming Ham Fests_:
February 27 the will be the Winterfest 2011 in Annandale, VA and on 
March 26-27 will be the Timonium Hamboree & Convention at Timonium, MD. 
Besides the usual vendors, there will be license testing and Saturday 
sessions in various seminars on digital modes.

_Election of Officers_:
Nominees Jim Ridgley - N3HTA and Herb Palm - K3HCP were accepted by the 
election committee and unanimously accepted by a quorum of the 
membership for their respective offices by a show of hands.

_Miscellaneous_:
There was a pre-meeting sale of various donated and "on consignment" 
pieces of radio equipment and miscellaneous merchandise.

_End of Meeting_:
The meeting ended at 8:04 pm after receiving a report of intense 
ice/sleet accumulation in the North Frederick area.
