Well I'll be darned.  I got my West Mountain Rigblaster Plus running with a new driver for Windows Vista downloaded from West Mountain's web site.  From there I installed a program called WinPSK from the Rigblaster Plus software library CD and it installed on Windows Vista.  Made two test contacts on 40m PSK31; KD0AAA in Minnesota and TG9AHM in Guatemala City, Guatemala so it appears to be working, at least until the other shoe drops on Windows Vista.
