[FARC] FARC By-Laws

Well, if you have a gmail account I can send you a link to edit the
doc directly, or you can type one article if you have a copy of the
by-laws.  Bob passed them out a few weeks ago.  I'm trying to get a
good electronic copy formatted exactly, that will help us update them
down the road.
