[FARC] Introduction and mobile operation question

Hello David and welcome to FARC.  My name is Kirk (KB3ONM).   I would say 
definitely you can make Wisconsin to Boston on 5 watts with PSK31.   I've 
worked the South Pacific and South America with 15 watts on 20m PSK31 using 
a 20m shortened (20 ft.) dipole.   PSK31 is very efficient and with a little 
propagation you can work the world with it.   PSK31 was the first Ham mode 
that let me do any kind of HF DXing and I still use it quite a bit.
