[FARC] Chuck W3SOC(SK) Arrangements

I've gotten a few queries about whether there were or will be any sort 
of formal services for Chuck Hite W3SOG(SK), who passed away a week ago 
last Sunday.  According to the obituary in the Frederick News Post there 
were none planned.
