Hi Kirk,

Many contests and QSO parties include a serial number as part of the exchange.

In general, you don't have to be in the state to participate in the
QSO party, so the Ohio station may have been participating as well,
with the goal of contacting as many Michigan stations as he could.

The MDC QSO party is a blast!  Last year I answered plenty of stations
out of Maryland calling CQ looking for MD contacts for the QSO party.
