The "broker" or "matchmaker" approach to giving a diverse group an 
opportunity to work DX seems pretty novel. and I'd guess it does help to 
keep folks on their best behavior.   Propagation being what it is, 
though, I'd guess there would be times when you couldn't check in with 
the net control "broker", but you could still work one or more of the DX 
stations he's got lined up. 

But the "pile-up" or "brawl" approach also has its place, in my 
opinion.  The little guy who lacks the KW amp and antenna farm can still 
sometimes break through the pile-up with a combination of luck and 
technique, and it is neat when it happens.
