FYI:  Additional information regarding Frederick County Red Cross &
background investigation issue.  

Responding directly to the question regarding local policy Judy Peterson,
Driector, Emergency Services, Frederick County Chapter, Walkersville,
Maryland indicates:

Our hands are pretty tied when it comes to National's policy on background
check. For the first seven days anyone without a background check is
required to work directly under the supervision of a trained Red Cross
worker. 

For any of the ARES members who feel comfortable I would like to encourage
them to come and complete the Red Cross background check, and we'll just
list them as Red Cross volunteers.

Basically this covers us (ARES) completely.  ARES leadership and volunteer
operators working an event (disaster or emergency) would be working for the
Red Cross communications lead under the RTT (Response Technology Team)
manager/lead.
